This document defines the execution architecture through which institutional capital is mechanically allocated to sovereign infrastructure platforms at scale. It establishes the Allocatability Operating System (AOS) for institutional capital — an execution layer that converts mandate eligibility into allocation-ready, mechanically executable deployment.

The framework is designed for direct integration into Investment Committee governance, benchmark eligibility, ratings defensibility, and portfolio construction systems. In this sense, the IIPP Architecture Framework functions as OS-class infrastructure for capital allocation — not a market view or investment thesis, but an institutional operating layer for mandate execution.

Its outputs are IC-legible, benchmark-compatible allocation structures, embedded within mandate-safe execution platforms — enabling capital to allocate systematically rather than discretionarily. In practical terms, the AOS serves as the institutional interface between sovereign infrastructure platforms and the mandate, benchmark, and portfolio systems that govern how pension funds, sovereign wealth funds, and insurers allocate capital.
